Dispersed Smoking

Smoking rates have continued to decline steadily in Australia with less than 15% of the population currently choosing to smoke daily. Bans exist in all enclosed public spaces and vehicles, workplaces, train stations, correctional facilities, and even in private cars with children. But riddle me this:

Given the convenience of a private enclosed space to concentrate the smoke, why do smokers insist on sharing it with the rest of us?
