Businesses require a permit to have an advertising board taking up space on the footpath, but skirt around this by simply adorning vehicles in their advertising instead. With on street (visible) parking severely restricted in the city the shops have taken to a cheaper form of vehicle.
Visible in the background are other bicycle stands across the street, all holding bicycles with not an empty stand on the street. But at least these examples appear to be functional bicycles unlike the flat tires of this attempt:
